The biggest tool in a municipality's toolbox is zoning. This is how we define what our city looks like. We need gentle densification in our residential neighbourhoods, and new high-density communities in Midtown, in order to meet the housing needs of our population while mitigating our climate impact. Higher density means better transit, more shops and services in each neighbourhood to reduce the amount of travel needed on a daily basis, and neighbourhoods that are easier to get around on foot or by bike. And we need to amalgamate the core municipalities -- in order to plan for the Victoria of the future, we need a cohesive vision, and it won't work if Esquimalt, Oak Bay and Saanich are each doing their own thing.
