Speed matters, and in a pre-war era, we must be prepared. We will embrace the 80% solution—equipment that is good enough and ready now—rather than waiting for perfection. Equipment does not need to be “Canadianized” if it meets operational needs. A capital fund should also be created so funds are not lost if they cannot be spent in a single annual cycle.
We will also adopt a perpetual procurement strategy to avoid boom-bust cycles and ensure continuous modernization.
