Drawing on my experience working in local government, I will ask good questions, weigh costs, consequences, respecting any impact on taxpayers and work constructively to keep Mission safe, planned and prepared for the future. (see below for details)
SAFE & PREPARED
Protecting residents. Preparing for emergencies. Building a resilient community. I will advocate for strong emergency services, the RCMP and other public safety partners, along with the infrastructure, planning and resources needed to support them. Drawing on 32 years in Mission’s fire service and my experience as a Chief Officer, I will bring a practical public-safety perspective to Council discussions and decisions. As Mission grows, I will support responsible planning that helps ensure our community is prepared for emergencies and better able to respond and recover when challenges arise.
My commitment: To be a strong voice at the Council table for public safety, emergency preparedness and community resilience.
ACTIVE & CONNECTED
Maintain what we have. Improve accessibility. Plan responsibly for the future. I will advocate for well-maintained, accessible parks, trails, recreation facilities and community spaces that serve residents of different ages, abilities and interests. I will support opportunities for sports, recreation, play and dog owners while recognizing that investments must be balanced against other community priorities and the ability of taxpayers to fund them. As Mission grows, I will work with Council to plan for future recreation needs and support responsible investments that provide lasting community value.
My commitment: To advocate for parks, recreation and community spaces that help keep Mission active, accessible and connected.
RESPONSIBLE GROWTH
Planning for growth. Supporting infrastructure. Protecting what makes Mission special. I will support development decisions that consider the broader needs of Mission, including roads, infrastructure, parks, recreation and other community amenities. I will advocate for thoughtful planning that considers the impacts of growth on existing residents and neighbourhoods while preparing for the needs of a growing community. I will also bring consideration for Mission’s heritage, agricultural areas, natural spaces and established neighbourhoods to decisions that come before Council.
No single councillor determines how Mission grows. I promise to ask the right questions, consider the long-term impacts and work with Council toward growth that strengthens the community.
My commitment: To support thoughtful, well-planned growth while respecting the qualities that make Mission a special place to live.
ACCOUNTABILITY
Respecting taxpayers. Managing costs. Planning for the long term. I will advocate for clear priorities, disciplined spending and careful consideration of both the immediate and long-term costs of Council decisions. I will ask whether proposed spending provides good value, whether commitments are sustainable and how decisions may affect future property taxes and service levels. I will support maintaining the services and infrastructure residents rely on while considering responsible investments needed for Mission’s future. I will also advocate for transparency so residents can better understand how public dollars are being spent and why important decisions are made.
My commitment: To bring a practical, informed and accountable approach to every budget and spending decision I am asked to make.
Biography
Norm spent 36 years in the fire service. He began as a paid-on-call firefighter before becoming one of Mission’s first career firefighters, later serving as Captain and Assistant Fire Chief with responsibility for operations, training, fire prevention and emergency management. During his career, he also served one term as vice-president and two terms as president of IAFF Local 4768, representing his fellow firefighters. He also served as Mission’s Emergency Program Coordinator. In 2020, he became Deputy Fire Chief with White Rock Fire Rescue, serving for four years before retiring and returning to Mission.
Norm holds the Executive Chief Fire Officer (ECFO) designation and remains involved in mentoring and evaluating fire-service leaders pursuing the designation. He also teaches as a sessional instructor at the Justice Institute of British Columbia. During his career, Norm earned and held the Chartered Manager (C.Mgr.) designation through the Canadian Institute of Management, reflecting formal competencies in leadership, strategy, finance and organizational operations.
His municipal experience extends beyond emergency services. Norm spent nearly 25 years working part-time in parks, recreation and culture with the City of Abbotsford, giving him additional experience in municipal service delivery.
Community service has also been a longstanding part of Norm’s life. He is a founding member and vice-president of the Fire Rescue International Training Association and has participated in 15 international deployments helping train firefighters. As a past president and active member of Burnaby Urban Search and Rescue, he deployed to Nepal and Türkiye following major earthquakes.
Norm has also supported Cops for Cancer, Rotary and Muscular Dystrophy Canada for many years. He currently represents British Columbia and Yukon on Muscular Dystrophy Canada’s National Fire Fighter Relations Committee and volunteers with Mission Search and Rescue.
Since returning to Mission, Norm has served - and continues to serve, on the Mission Community Archives Advisory Committee and was appointed by Mission City Council to the City’s Parks, Recreation and Culture Advisory Committee.

Recipient of the Canadian commemorative medal recognizing significant contributions to Canada and local communities.
Paul Harris Fellow — Rotary International (2023)
Recognized for supporting recovery efforts following the earthquakes in Türkiye.
FRITA Day — City of Vancouver Proclamation (2025)
Named as a founding member of FRITA in the City proclamation recognizing the organization’s international firefighter training and volunteer service.
Queen Elizabeth II Platinum Jubilee Medallion — House of Commons Recognition (2022)
Recipient of a commemorative medallion recognizing significant community contributions during the Queen’s Platinum Jubilee.
Reason for running
Service has been a part of my life for decades. My years working for the City of Mission, gave me firsthand experience with municipal government and an understanding of how City departments, staff and community partners work together to serve residents.
Running for Council is an opportunity to continue that service in a different way and put the experience I’ve gained over the years to work for Mission.
I believe good local government starts with listening—being accessible to residents, bringing people together, asking the right questions and making informed decisions. Council also has a responsibility to be transparent and accountable for its decisions and for how taxpayers’ dollars are spent.
Mission is growing, bringing both opportunities and challenges. I want to help ensure we grow thoughtfully, protecting what people value about our community while planning responsibly for the future.
I’m running because I believe I still have something to contribute. It would be an honour to continue serving the community that has been such an important part of my life.
