Resolving The Downtown Crisis, and Public Safety
Mayor and Council need to calm the situation, take control, communicate better, and bring all the community together. We need work with senior governments, First Nations and Organizations, the unhoused, business and the general public. We need to start now, focus on solutions and start making progress even if it means starting with little steps.
Shelter First!
· Affordable and Attainable Housing for everyone
We need to “think out of the box”.
We should look at Co-op housing projects, a mini homes model, and ensure a percentage of new rentals and condos are provided to the city for affordable housing. We need to reconsider the urban containment boundary, and rural development standards. We should consider more manufactured homes and new green field small lot developments. It is currently not in the city’s mandate to build housing or develop housing projects however it is time to consider this approach.
· Supporting business, industry and development
Retention through review of business taxation polices, Attraction and Diversification through advertisement, investments and partnerships. Continued support for our established industries of Forestry, Aquaculture, Tourism, Energy and Mining and their service providers. Facilitate new industrial land development and consider special taxation rates.
· City Finances and Taxes
Prioritize financial planning with Council and staff through strategic planning. Prioritize budget on must do, should do, nice to do. Evaluate on per capita spending comparing previous years. Set aside special budget meetings of Council in open session when appropriate. Make sure that budgets are aligned with growth. Review base budget by department. Be sure that expenditures are required and making sure the what and the why are explained and assumptions challenged. Ensure that service levels are appropriate. Assign Councilors to pursue alternate, non- taxation revenue streams.
